Config tab not available for payment method and payment methods issue

Config tab not available for payment method and payment methods issue

I have set the shipment method based on the chosen country = Greece or Cyprus which work ok.

But then when I go to payment methods all the methods appear for both countries.

Ddespite the fact that as you seen in picture 1 the amount is set to 1.01 for Cyprus
and the three methods for payment also have the amount of 1.01 which need to be activated and shown only for users from Cyprus.

Also config tab for payment methods is empty.

Please advice,
