Shipping calculate from subtotal not total?

Hello,

shipping price is calculate from subtotal, it is possible to change to calculate from total? It is because discount code. I have set that orders over 100 EUR have freeshipping. Some guy put products for 105 EUR and use discount code 50%. So order was on 52 EUR and he get free shipping.
