Wrong VAT calculated

In each product page I add a standard vat value (national customer). But in options-->tax, I set VAT o% for the foreign countries.
I tested and the system always calculate the standard VAT even if I add a foreign country.

How to set the multi calculating VAT. The product page included the field "+ VAT" (as a national VAT). In the settings I set the national tax (Normal) and for tax-free foreign countries. Now, when I purchase the products, according to the nation should be calculadet automatically the tax national or free tax. Right?
It doesn't work. Always calculate the national VAT
