I am working with a client who received this email from paypal

I checked for this file on the website and it does not exist.
1. Could this URL becoming from a setting inside of their paypal account?
2. They have been experiencing issues with the orders not being finished. Could this be related?
3. I did see that Options / Payments / Paypal / Config had the 'Use SSL' setting to NO. I have moved this to YES could that have been causing an issue?
