VAT foreign customer with VAT ID

VAT foreign customer with VAT ID

Hi

2 questions :

1. in the registration form there is a field : VAT_ID that can be turned on / off. But in the frontend i don't see this field when creating new client.
Is this a bug ?

2. If the customer has an VAT id and he is a foreign customer then he don't have to pay TAX.
How can we setup this in the shop ?
