Change "products on page" and "products in row" for all category not working?

I'm trying to set up this option in the backend, I check the option in the relative field but than save and close. It says saved successfully but the check icon doesn't remain active and infact it's not working , I mean I can't change the number categories in row for each categories

well actually it DOES WORK for products but not for categories!
