Display multiple shipping methods

I've encountered a problem for choosing shipping methods.
(Shipping plugin is bought and active.)

There are 4 shipment methods avaiable.
1 = no shipment (Hotel room), 2 = standard shipping, 3 = insured shipping, 4 = package

Product A has shipping-option 1,
Product B has shipping-option 2 and 3.

If a customer orders both products, only option 2 is shown, but I'd like option 2 and 3 to be selectable.
The IDs are set to have option 1 as lowest and 4 as highest priority.

Is there a possibility to select multiple shipment methods to be shown in that case?

Yes, product shipping and product payment are both activated.
The problem is the same with the payment methods, if a customer wants to buy both products only 1 shipping method and 1 payment method are shown. Buying them seperately shows all the options correctly.

But webdesigner... we bought some add-ons, all to get it done.

And now we have a shop, that can't handle items with shipping and without shipping at the same time. If user orders a little "Round Shirt Button", he gets 2 shipping options. That's correct. If he additionally orders a non-shipped item (like mp3 or hotelroom), he gets only one shipping option for the "Button". This is a bug in my opinion.

After years, again some problems with that case. Maybe anyone has an idea for the correct setup?! I tried 3 days with several options, priorities, changes, ... but didn't get it done.

SHIPPING-OPTIONS DISPLAYED IN CART

Hotelroom alone
-> showing "No shipping" (CORRECT)

Hotelroom together with ticket
-> not showing any shipping options (SHOULD SHOW: "Letter" and "Registered letter" and if something is ordered which requires "Parcel" then it should show only "Parcel")

Hotelroom together with ticket and shirt
-> showing "Parcel" (CORRECT)

Hotelroom together with button
-> showing only "Parcel" (SHOULD SHOW: "Letter", "Registered letter" and "Parcel")


It should always show the minimum required shipping method. Article "Without shipping" together with articles "With shipping" should therefore only show "With shipping".

Articles with shipping "Letter" also fit in a "Parcel", but not the other way round. So if one of all articles requires a "Parcel", everything should automatically only be displayed with "Parcel".

Tried also last days.

But then, if someone orders "Hotelroom, Ticket and Shirt" he can choose shipping by "Letter". But I don't get a t-shirt in a letter. It should show only "Parcel" because of the shirt requires "Parcel". ;-)

That doesn't work fine.

With that options, people ordering Hotelroom and Tickets only have "Parcel" as shipping. Means: people order a ticket and can choose "letter". Then they add a hotelroom without shipping and the tickets can't be shipped by letter anymore but only as parcel instead. ;-) That sounds a bit crazy.

I think, we should work on a different way:

No shipping - Priority 1
Letter and registered letter - Priority 2 (same priority)
Parcel - Priority 11

Is there only products without shipping, show priority 1 (no shipping), is there mixed products with "letter/registered letter" and "no shipping", show priority 2 (letters). And is one product in cart with shipping "Parcel" it should always only show this highest priority 11 (parcel !important).

Anonye else here with an idea for setup or code, to get an useful way of shipping-options? I really have no idea and don't want to set the shop online with that behaviour.
