How is possible to add some sort of calculation for adding rate of cash on delivery of 3% on total amount

ESAMPLE:

PRODUCT 30€
SHIPPING 10€
cash on delivery 3%
Total 41,2€

Sorry my explanation was not so clear ,I have already set payment whit VAT of 11% so my question is i want add 3% more, and i have to do it separately from VAT tax
