since 1.1.2015 (EU countries) the tax rates for electronic services could be different, depend on the address of the buyer, NOT of the seller / shop owner.(within b2c)
Case:
Shop owner (germany) sells products as normal product and as a download.
He sells within germany and to some EU countries.
For the same download-article the taxes of the countries are different.
I think, in this time it is not possible to sell these products with the right taxes.
This is problem, because it is not legal.
This is not a german, it is a EU problem.
The problem is:
The taxes of these products must depend on countries.
Maybe it is a solution to improve the addon attribute tax.

Now it is possible, to allocate taxes for different countries (new tax rules =Verlängert Regel Steuer)
